That is what these people understand - that we are failing to fight this war in the ways which matter to them. [Why does Riftwatch exist? What does it stand for?] If we aren't using what they're committed do to win this fight, then it isn't them failing to do what's necessary. It's us.

I'm proposing that your discretion could benefit from an obvious screen. Commit resources to Hasmal; I guarantee it is swamped with Tevinter refugees and disgruntled mages from the Circle there. Moreover, its proximity to Nevarra may raise suspicion with the sort of people we prefer to draw the eye of in one direction while our agents act behind them in the other.

Your resources would be better suited to aiding refugees in Hasmal than would mine. What are you doing to free elves and mages?

If we agree it's worth pursuing, Forces can make up the bulk of the people we send there. They're well equipped for the grunt work of being visible.
